But like any other thing pop-up ads have their own pros and cons.

So, i believe Google just created an environment that pop ads are extremely annoying just to save its own monopoly. There are some more factors that play an important role in deciding your website traffic.
Niche Of Your Website:
Apart from ad types the another major factor that plays an important role is your website niche. As you can see many adult websites use pop ads as their primary monetization option and they rarely see any reduction in their traffic. Also, if you are providing something valuable to your visitors that they desperately want so they don’t mind one or two pop-under ads.
On website like blogs people don’t like pop ads. But on the other hand people won’t mind these ads on websites like video streaming websites, content downloading websites etc
