Popads is a good ad network. It is absolutely safe to use. I am using it for almost 3 years and it always makes payment on time. I like its automated payment system. They always process payment around 11:30 PM as per Indian time. Anybody who want to use pop-under ads must give a try to PopAds before using any other ad network. I am extremely sorry for late reply, i was busy those days. 3000 visitors can earn you a handsome monthly income, may be your traffic is using ad blockers but from my knowledge their ads bypass most of the ad blockers.
You can try some other pop under ad network to check whether you are getting the same number of impressions or not, or Alternatively you can directly as PopAds support to get a proper reason for that.
I recommend everybody not to hesitate in asking question from ad networks, it always help publishers.

And just take your time, rethink your strategy and try various combinations to monetize your traffic to fullest. 3000 visitors are enough to generate a very good income from a blog.

are you using popads? If your visitor coming by mobile device or using adblock plus, popads cannot show.
